Paul Jadin is a seasoned Economic Development leader serving most recently as the President for MadREP. The Madison Region is recognized nationally as a rising star due to its extraordinary growth in the innovation economy and the ecosystem that MadREP has helped foster.

Prior to that, Paul served as both the Secretary of Commerce and Secretary/CEO of the new Wisconsin Economic Development Corporation where he reorganized the agency around business development, international efforts, entrepreneurship, sector development and stakeholder engagement, including the recognition of 9 independent regional partner organizations.

From April 2003 until 2011, he was president and CEO of the Green Bay Area Chamber of Commerce, which has 1,400 members employing 93,000 workers throughout Brown County. Under his leadership the Chamber built model advocacy, education and economic development programs.

From 1995-2003, Paul served two terms as Mayor of Green Bay. He led economic development efforts that yielded a 50 percent increase in the tax base over his two terms in office. He also represented the city in all private and intergovernmental negotiations, including the Lambeau expansion agreement with the Green Bay Packers.

Paul is the only person in State history to lead economic development efforts at the municipal, county, regional and state levels.

Prior to his terms in office, Paul spent 14 years in public sector human resources management and served as Chief Labor Negotiator for 3 units of government.

Paul earned a B.A. in Political Science from Northwestern University in Evanston, IL, and an M.S. in Public Administration from Florida State University in Tallahassee, FL.

Charlene Mouille has more than 24 years of experience in the health and human services field. Charlene joined the United Way in 2014 to lead the United Way of Wisconsin and became the Executive Director of 2-1-1 Wisconsin in 2015. Prior to her work with the United Way, she served as the vice president of a national training and technical assistance organization—New Ways to Work. At New Ways Charlene directed multiple state and national initiatives focused on improving the lives of young adults and building community partnerships. In addition, Charlene has consulted with local, regional, statewide, and national coalitions in urban and rural settings to design and implement programs aimed and improving the common good.

Dr. Gabrielle Rude is the Director of Practice Transformation for the Wisconsin Collaborative for Healthcare Quality (WCHQ). Dr. Rude has a PhD in population health sciences from the University of Wisconsin and is a certified professional in healthcare quality. Prior to joining WCHQ, Dr. Rude worked for an integrated healthcare system, directing the quality and decision support divisions. She has conducted healthcare research in disparities and immigrant health outcomes related to acculturation. Dr. Rude is passionate about assisting healthcare providers in transforming their practices to provide high quality, high value healthcare. She lives in DeForest, Wisconsin with her husband and two daughters.

The WCHEF organization is pleased to welcome Arthur Valentine as its first organization Financial Institutions Representative. Arthur is an Assistant Vice President and Program Manager of Well-Being for Associated Bank providing service and support to a large three-state regional area out of their Green Bay office. Arthur received his Bachelor’s of Science degree in Nutrition and Dietetics from South Dakota State University and a Master’s of Science degree in Family and Consumer Sciences from Illinois State University. In addition to his university training, Arthur is also a Registered Dietitian Nutritionist (RDN) and a Certified Personal Trainer (CPT) through the National Academy of Sports Medicine (NASM).

Arthur lives in De Pere with his family and enjoys lifting weights and watching Green Bay Packer Football! He appreciates the opportunity to integrate his passion for improving health outcomes and leading a more healthful and balanced life with his colleagues, their families and communities throughout Wisconsin.

 

Brett Davis

Brett Davis was raised in Wisconsin and received his degree in business administration from the University of Wisconsin Oshkosh. Brett served in public policy roles in the Wisconsin State Assembly, State Senate and Governor’s office, and worked as an advisor to U.S. Secretary of Health and Human Services Tommy Thompson.

Brett went on to win three elections to the Wisconsin State Assembly and served as state representative for the 80th Assembly District in south central Wisconsin from 2005–2011.

After running in the primary for lieutenant governor in 2010, Brett was appointed Wisconsin’s Medicaid Director in January 2011 and served until 2014.

Brett worked as vice president of provider relations from 2014 ­to 2015 at WPS Health Solutions, where he managed provider contracting and credentialing for WPS Health Solutions. During that time Brett helped start up Aspirus Health Plan and served as President until 2021.

Brett currently works for SAS Institute (SAS), a leading advanced analytics company founded in 1976 and headquartered in Cary, North Carolina. Brett is focused on improving health and well-being outcomes in Medicaid programs across the United States.

Brett and his wife Amy currently live in Sun Prairie with their three kids, Will, Audrey and Sam and two rescue dogs, Emmie and Zoe.

Philip Rossing is an experienced healthcare leader with over 17 years of experience working in healthcare payer and provider organizations. Philip currently leads strategic growth and partnership development with UW Health.

Philip received his Bachelor of Arts degree in Nursing and Management from St. Olaf College and a Master of Business Administration and Health Systems Leadership from Edgewood College. In addition, Philip is a certified Project Management Professional (PMP), Certified Health Insurance Executive (CHIE), and Certified Merger and Acquisition Specialist (CMAS).

Philip lives with his wife and four children in Prairie du Sac, Wisconsin.

Wally holds a master’s degrees in health care planning and business administration. His background includes public health, hospice, affordable housing, housing market research and development, and community development. For the past fifteen years, Wally has served as the executive director of SWCAP, a rural Wisconsin anti-poverty agency and has focused on reducing health disparities; developing affordable housing; encouraging local food production, job creation, small business development; and many other projects to eliminate or reduce the problems faced by the rural poor.

Rebecca Thompson is an experienced Community Health Executive with over 20 years of leadership practice serving urban, mid-sized suburban and rural communities with connection to health care access and avenues for health improvement.

Rebecca earned an Economics and Management degree from Albion College, an Advanced Nonprofit Management Certificate from Washington University in St. Louis and completed her MPH from the University of Minnesota's Executive Public Health Administration and Policy Program. She is also a Certified Public Accountant, a Certified Fundraising Executive and is currently a DrPH public health leadership student and the 2018 Paul Q. Peterson Public Health Doctoral Scholar at the University of Illinois Chicago School of Public Health.

Rebecca resides in New Glarus, Wisconsin with her family. She is passionate about the raising of healthy boys with strong character, the growing of resources for healthy communities and the leading of multi-sector teams to create environments where health may be strengthened or advanced.
